With bays closed, spillway returning to recreational use

L’Observateur LAPLACE – After allowing water from the Mississippi River to flow freely into Lake Pontchartrain for more than 40 days, the U.S. Army Corps of Engineers closed the last open bays of the Bonnet Carre Spillway last week and the focus now turns to assessing the damage caused by the influx of water.
