You are supposed to declare war on the nation that sends pirates. Then you can sink them =)

I still say All colonial ideas are a waste of a slot. Rather take trade ideas or naval ideas. And take the land over there with war. Much cheaper. And you get more out of it with trade ideas. No need to waste money on colony.
